•  Coordination and development of the strategic planning for financial services within the organization. •   Development and implementation of corporate financial policies. •  Development and implementation of a multi-year operating budget and capital plan for the organization, collaborating with stakeholders to maximize alignment with corporate goals and targets. •  Development and maintenance of a Finance Manual and enforcement of financial and accounting procedures in accordance with generally  accepted accounting principles (GAAP), guidelines and those recommended by auditors. The adherence of guidelines as stated in State and Federal regulations required by each funding source. •  Ensures proper compliance of procurement policies and procedures required by state and federal governmental funding agencies in alignment with auditing standards/requirements. •  Maintain the organizations financial records accurately via computerized software program(s) including generating reports for cash flow projections, income, and expense budgets, and actual vs. budget variance reports.  Prepares monthly reconciliations and reports for the Board of Directors. •  Provide primary organizational support for annual financial audits including single audits, when necessary, IRS Form 990, and budgets. •  Conducts analysis of operational and financial data to facilitate advising leadership with actionable insights for accurate reporting on issues related to housing programs and operations. •  Ensures systems and processes are in place for compliance with funder contract requirements, including but not limited to the Arizona Health Care Cost Containment System (AHCCCS) and the U.S. Department of Housing and Urban Development (HUD). •  Interprets and administers corporate policies and procedures. Recommends changes to policies and develops new policies and procedures to conduct objectives of the organization more effectively and efficiently. •  Collaboration with the CEO, senior leadership, and the Board of Directors to ensure the mission and corporate values are adhered to within the organization. •  Directly manage the Controller to cultivate and support performance standards including accurate cost allocation, timely reconciliations and prompt payments of accounts payable and receivable. •  Assess and monitor the future needs of the organization regarding the development, maintenance, and projects associated with managing information technology.
