SUMMARY OF DUTIES: Administers and manages the operations of a division of the Business Services Department. Administers budgets and contracts, and determines the impact of financial decisions. Represents the division on special projects and issues and ensures compliance with regulations.
DUTIES AND RESPONSIBILITIES:*
Position Specific Summary The Finance Administrator position at the City of Tucson’s Business Services Department (BSD) oversees the planning, delivery, and implementation of financial functions such as reporting, budgeting, contracting, and special projects, working closely with City department directors, finance managers, and support staff to manage and support the City’s financial goals.
Work is performed under the supervision of the Director of the Business Services Department. This Position exercises supervision over the Finance Manager personnel.
Duties and Responsibilities
- Oversees the planning, delivery, and implementation of financial functions and resources of the division to achieve the strategic objectives of the departments and the City in an efficient and effective manner. Provides direction and support to finance managers to ensure conformity to local, state, and federal governmental regulations, rules, and requirements.
- Develops and implements financial policies. Analyzes financial data, trends, and strategies to generate financial reports. Designs and administers financial evaluation tools to ensure accurate financial data. Coordinates the preparation of the City’s Annual Comprehensive Financial Report.
- Develops and implements policies and procedures that ensure conformity of program operations to standards and regulations. Manages the division or assigned department handling special projects and issues by communicating financial impacts. Administers special projects and programs for the City Manager and other City departments.
- Directly supervises one or more full-time employees, giving direction and guidance. Participates in the selection of staff recruitment and retention activities; provides or coordinates staff training. Reviews and approves timecards, time off requests, and personnel actions.
- Leads and implements the department’s vision through division activities ensuring maximum employee productivity and morale. Prepares departmental and city-wide budget memos, reports, and presentations. Initiates, schedules, and participates in staff meetings.
- Maintains professional knowledge through various means such as attending seminars, reviewing professional publications, and participating in professional organizations. Develops strategic partnerships with community representatives, external agencies, and other organizations to understand and address community issues, serving as a representative of the City.
- Completes all other duties and tasks as assigned.

MINIMUM REQUIRED QUALIFICATIONS:
Education: Bachelor’s degree Work Experience: Five (5) years of directly related experience
Any combination of relevant education and experience may be substituted on a year-for-year basis.
ADDITIONAL MINIMUM REQUIRED QUALIFICATIONS:
Education: Bachelor’s degree in Accounting, Business Administration, Management, Economics or Finance Work Experience: Accounting, Budget Management, Finance, Supervision Experience
PREFERRED QUALIFICATIONS:
- Master of Business Administration (MBA) degree
- Professional certification from a recognized financial association, such as Certified Public Accountant (CPA); Certified Public Finance Officer (CPFO); or Certified Government Financial Manager (CGFM).
- Finance experience in a public sector setting.

COMPENSATION & BENEFITS Full Hourly Range: $42.80 - 73.83 USD
